January, 26th – the International day of the customs officer

On January, 26th customs officers of the whole world celebrate the professional holiday. In 1953 on this day the first session of Council about customs cooperation took place and since 1994 it received the name of World Customs Organization (WTO) which includes today 177 countries, including Russia. The tradition to celebrate customs officers on this day has existed since January, 1983 when the organization celebrated 30-year-old anniversary.

Last year the Day of the customs officer was marked under the motto «Customs and business: perfection of interaction by means of partnership». This year the general secretary of WTO Kunio Mikurija underlines a key role of knowledge in efficiency and productivity of work of customs administrations of the world and declared 2011 the Year of Knowledge. K.Mikurija names knowledge the catalyst of success of customs officers.

The Russian customs service has a great prestige in world customs community. Increase of level of interaction with foreign customs services is promoted by work of representatives of FCS of Russia. In 2010 the network of representatives of FCS of Russia abroad was considerably expanded and consists at present of 17 representations. Representatives of FCS of Russia in Latvia, Korea, India, Japan, Turkey, Brazil started to work as a part of the Russian embassies. The consent of the Argentina party to a direction of representative of FCS of Russia to Argentina is received.

EurAsEC, the CIS, Union State

Creation of the Customs union, formation of its contract-legal base became the main event of 2010. FCS of Russia conducted this work in the conditions of continuous cooperation with representatives of Belarus and Kazakhstan. Interaction with customs services of colleagues on the Customs union proceeds: tripartite meetings of heads of customs services of Russia, Belarus and Kazakhstan with a view of the decision of the problems connected with functioning of uniform customs territory and practice of realization of mechanisms of the Customs union are regularly held. Within the limits of such meetings disagreements on contentious clauses of projects of agreements and decisions of the Commission of the Customs union were removed. Positive results concerning an information exchange with customs service of Kazakhstan and legal base for maintenance of presence of officials of the Russian customs authorities in check points of Kazakhstan on border of the Customs union are reached.

In 2010 interaction of the Russian and Ukrainian customs services is caused by mutual economic interests of Russia and Ukraine that’s why it became more active. Presidents of Russia and Ukraine set the task to simplify and unify boundary and customs formalities for the persons crossing the Russian-Ukrainian border in frontier areas as much as possible. Now customs services of two countries prepare a number of the international certificates on simplification of customs control and optimization of work of check points on the Russian-Ukrainian border.

Contacts to customs services of the states-participants of CIS developed on a bilateral and multilateral basis, at level of a management and experts. Realization of information interaction with customs services of Kirghizia, Uzbekistan, Tajikistan, Moldova and Armenia became a vital topic. In June, 2010 in Yalta at 51st session of Council of heads of customs services of the states-participants of CIS with customs services of Ukraine and Moldova specifications of an exchange by the preliminary information on the goods and the vehicles moved through customs borders, and also specifications of information interaction between customs services of the Russian Federation and Republic Tajikistan in the field of control over moving of power resources are signed. In 2010 FCS of Russia signed also specifications of information interchange with customs services of Kirghizia and Kazakhstan.

Interaction with customs service of Armenia develops in this direction too. In October, 2010 heads of customs services of Russia and Armenia signed the Memorandum of cooperation activization between FCS of Russia and Committee of State Income at the Government of Republic Armenia and decided to continue the coordination of the project of the report on the organization of an exchange of the preliminary information.

Foreign policy decisions of the Russian management to render all-round aid of Abkhazia and South Ossetia are realized. Groups of advisers of FCS of Russia regularly leave for these states, carry out consultations concerning customs administration. In 2010 representatives of FCS of Russia were directed for work as a part of the Russian embassies in Abkhazia and South Ossetia. Formation of legal base of customs cooperation with republics proceeds. A number of interstate cooperation agreements and mutual aid in customs affairs is signed.


Cooperation with customs services of the European states is conducted both on a bilateral basis and within the limits of projects of cooperation Russia-EU. Realization of the pilot project on the automated information interchange between customs services of EU member states and the Russian customs authorities proceeds. 13 member countries of the European union participate in the project (Austria, Belgium, Hungary, Germany, Slovenia, Italy, Latvia, Lithuania, Poland, Finland, Czech Republic, Sweden, Estonia). For today within the limits of the project in the Russian customs service more than three millions three hundred thousand messages on the goods and the vehicles following to Russia by transit with use of books TIR arrived.

In 2010 the 9th session of Subcommittee Russia-EU on the customs and transboundary cooperation, two sessions of Working group on customs boundary questions, visit of the Commissioner under the taxation and the Customs union, audit and struggle against swindle of the European Commission of A.Shemeta on which strategic directions of cooperation of Russia and EU in customs sphere were considered took place.

Within a year the most intensive contacts were carried out with customs services of Germany, Finland, Lithuania, Latvia. One of their "platforms" used for dialogue with the European partners was a Conference of heads of customs services of member states of the World Customs Organization taken place in Ohrid (Macedonia) in May, 2010 on which delegation of FCS of Russia presented a position of Russia concerning interaction of customs and business, a control system of risks, protection of intellectual property rights, creations of a global customs network.

Asian-Pacific region

Strengthening of interaction with customs services of the states of Asian-Pacific region, first of all with China, and also with India, Mongolia, Vietnam, Republic Korea, Thailand became one of perspective directions in 2010. Delegations of customs services of Vietnam, Mongolia, Thailand, Korea visited FCS of Russia in 2010 where they discussed questions of cooperation and familiarized with work of customs bodies of Russia.

During meetings the Memorandum between FCS of Russia and the Main customs office of Mongolia about an exchange of the statistical data about mutual trade, the Memorandum between Federal customs service and Customs service of Republic Korea about cooperation and mutual aid in struggle against illegal moving of narcotics, psychotropic substances and precursors is signed. In November, 2010 the Report between Federal customs service and Customs service of Republic Korea about the information interchange organization about the goods and the vehicles moved between Russia and Republic Korea is signed. And during official visit of the President of the Russian Federation Dmitry Medvedev to Socialist Republic Vietnam at the end of October, 2010 the Agreement between the governments of two countries about cooperation and mutual aid in customs affairs was signed.

The special role is played by cooperation in an education sphere. At the desire of customs services of Vietnam and Mongolia FCS of Russia gave the

possibility to the Vietnamese and Mongolian customs officers to be trained on the basis of the Russian Customs Academy (RTA) in 2011. The cooperation mechanism between RTA and customs academies of China and India concerning preparation and improvement of professional skill of customs shots is adjusted.

Nowadays especially actively interaction of customs services of Russia and China, in particular, connected with the decision of problems in sphere of the Russian-Chinese trade, and also an information exchange, the customs statistics, customs control, protection of intellectual property rights is carried out. In August, 2010 Specifications of electronic information interchange about the goods and transport vehicles moved in mutual trade are signed. During the 15th meeting of heads of the governments of Russia and China the Memorandum between FCS of Russia and Main Customs Administration of the People’s Republic of China about cooperation strengthening on protection of intellectual property rights is signed.

Latin America

For the last two days FCS of Russia paid special attention to development of customs cooperation with the countries of Latin America that is connected with mutual interests in development of trade and economic relations. Practice has shown the necessity of dialogue with the Latin American customs services on the practical measures of customs administration directed on assistance to foreign trade and counteraction to economic offenses. The international contracts in the field of customs cooperation are a basis of such dialogue.

In 2010 FCS of Russia signed interdepartmental memorandums with customs service of Ecuador about an exchange of the statistical data about mutual trade (4/27/2010), with the Ministry of development, the industry and foreign trade of Brazil of cooperation, information interchange and mutual aid within the limits of general system of preferences (5/14/2010), with customs service of Argentina the report on the information interchange organization on the goods and the vehicles moved between Russia and Argentina was signed and also the memorandum of the operative data exchange characterizing customs cost of the goods moved between Russia and Argentina (10/12/2010). The Agreement between the Government of the Russian Federation and the Government of Bolivarian Republic of Venezuela about cooperation and mutual aid in customs affairs (10/15/2010) is signed.

Cooperation in the area of the law-enforcement BLOC

The international cooperation in the field of struggle against customs offenses and contraband is one of priority lines of activity of FCS of Russia. Only this year separate interdepartmental reports and plans with customs-policemen bodies of 22 countries are signed (or prolonged). For realization of these plans working groups are created at which sessions joint actions, including operatively-search and investigatory character taking into account national features of the countries are coordinated.

Within the limits of the Customs union in September, 2010 heads of customs services of three countries confirmed the Plan of the basic organizational and practical actions of operative divisions for 2010-2011 and coordinated the Order of practical interaction at carrying out of actions for revealing, the prevention and suppression of channels of contraband and other crimes in customs sphere, including a corruption orientation. Thus, the regular exchange of data of law-enforcement character, carrying out of special practical actions for struggle against contraband, unification of criminal and administrative legislations are provided.

The mechanism put within the limits of activity of Committee of heads of law-enforcement divisions CHCS of the CIS and the Regional communication center on law-enforcement work WCO across the CIS countries «RILO-Moscow» is successfully applied to execution of the international obligations and maintenance of coordinating functions of Russia.

In 2009-2010 on the basis of the information received from foreign colleagues about 600 criminal cases and more than 200 affairs about administrative offenses were raised, penal sanctions for the sum more than 100 million roubles were recovered. 19 special operations with customs services of foreign countries were spent, 114 cases of infringements of the customs legislation of the Russian Federation, the goods concerning illegal moving, for the sum more than 10 mln. dollars of the USA were revealed and stopped. By results of verifying actions 35 criminal cases and 63 cases on administrative offenses in which frameworks additional customs payments and penalties for the sum more than 53 million roubles were raised. Besides, in 2009-2010 Law-enforcement divisions of customs authorieties initiated 1819 criminal cases on contraband on which more than 16 tons of narcotics, psychotropic and strong substances, including 572 kg of heroin, 234 kg of cocaine, 748 kg of hashish, more 200 kg of marijuana, 14 tons of Ephedra grass, 28 448 kg of precursors were withdrawn.

The special attention is given to cooperation with the international law-enforcement organizations, in particular with the European bureau on struggle against swindle (OLAF) that is the competent body of the European commission, the representative on carrying out of customs and tax investigations in European Union territory. Thus the basic emphasis becomes on joint revealing and suppression of activity of organizers and participants of illicit schemes. So, now FCS of Russia together with OLAF and Customs criminal department of Germany conducts work on suppression of activity of the organized criminal group involved in illegal manufacture and contraband of cigarettes from Russia in the countries of the European union.
