October 5, 2009 Russia-Vietnam working meeting devoted to the questions of the development of customs cooperation was held at the Russian FCS.

Topical questions of the development of cooperation between Russia and Vietnam in customs affairs were on the agenda.

In particular, Heads of the two customs services confirmed their readiness to provide effective customs clearance and control over goods, transported within the frames of Russia-Vietnam foreign trade under the arrangement between Presidents of Russia and Vietnam on increasing the commodity turnover between our countries up to USD 3 billion by 2010, and up to USD 10 billion by 2020 (reference – in 2008 commodity turnover made up a little more than USD 1.5 billion, in January-July 2009 – USD 909 billion).

To accomplish the task defined by Russian and Vietnam governing bodies it is possible to develop and sign intergovernmental agreement on customs cooperation between Russia and Vietnam, whose first project was submitted to the Vietnam Party in 1998.

The Agreement will make a basis for the development of customs cooperation between Russia and Vietnam in all fields of customs affairs. Particular attention will be paid to:

- creation of conditions for increasing effectiveness of customs clearance,

- facilitation of customs procedures for law-abiding participants of foreign trade activity,

- cooperation in staff training,

- customs information exchange.

It is expected that this intergovernmental agreement may be signed during a regular meeting at highest or high level of Russian and Vietnam governments, which is expected to take place in May, 2010. 

Head of the Russian FCS invited the expert delegation from the General Department of Vietnam Customs to visit Russia in order to get acquainted with the practice of Russian customs authorities in customs clearance and control over goods.

General Department of Vietnam Customs is the structural subdivision of the Ministry of Finance.
General Director of the General Department of Vietnam Customs is Le Manh Hung (has been in office since 2004).
