Russian FCS and Commission of the European Communities cooperation

September 21, 2009 Head of the Russian FCS Andrei Belyaninov met with European Commissioner Laszlo Kovacs. They discussed cooperation between the Federal Customs Service and the Commission of the European Communities on customs affairs.

According to the Agreement on Partnership and Cooperation between Russia and the EU, cooperation between the Russian FCS and the European Commission in terms of customs affairs aims to achieve compatibility of customs systems of the Parties. This cooperation includes developing customs infrastructure, harmonization and simplification of customs procedure for goods being in traffic between Russia and the EU, information exchange, interrelation between transit systems.

Four large border entry points were equipped on Finnish and Polish parts of the Russian Federation state border (Salla, Svetogorsk, Bagrationovsk and Suoperya), International Automopile Border Entry Point (MAPP) Chernishevskoe on the Russian-Lithuanian border was put into operation and International Automopile Border Entry Point Mamontovo-Gzhekhotki on the Russian-Polish border is being finished on the funds of the EU (more than 40 million euros).

Currently, negotiations between the EU and Russia are held on signing the Agreement on Strategic Russia-EU Partnership, which will replace current Agreement on Partnership and Cooperation between Russia and the EU.

From January 1, 2009 an automated information exchange on goods being transported under the TIR procedure has been in operation. The project has already involved 13 countries-EU members (Austria, Belgium, Hungary, Germany, Slovenia, Italy, Latvia, Lithuania, Poland, Finland, Czech Republic, Sweden, Estonia). By September 16, 2009 296 000 messages with advance information were received.
