First Deputy Head of Russian FCS visit to the Republic of Korea

April 20-24, 2009, the Russian FCS delegation headed by First Deputy Head of the Russian FCS Vladimir Malinin paid an official visit to the Republic of Korea.

The 8th Customs Cooperation between the Korean Customs Service (the Republic of Korea) and the Federal Customs Service (the Russian Federation) conference was held on the first day of the visit.

Representatives of the Russian FCS departments and their South Korean counterparts participated in the talks. During the talks a wide range of questions of mutual interest were discussed.  

Following the results of the visit First Deputy Head of the Russian FCS Vladimir Malinin and Head of the Republic of Korea Customs Service Hou Yang Souk signed a Protocol, wherein aims and tasks of further cooperation and mutually beneficial relations between the customs services were formalized. The main provisions of the Protocol are: advance information of goods and vehicles transported between the Russian Federation and the Republic of Korea exchange; cooperation on solving and preventing difficulties of the participants of Foreign Economic Activities at customs clearance; information and experience exchange in customs procedure and information technologies, including means of mutual exchange of specialists, and other questions.

This document is the natural extension of the dialogue between the customs services of both countries, which was started by the Agreement between the government of the Republic of Korea and the government of the Russian Federation on cooperation and mutual aid in customs affairs signed in Seoul (the Republic of Korea) on November 19, 1992.

Memorandum on mutual understanding between Federal Customs Service of Russia  and Customs Service of the Republic of Korea on statistics data of foreign trade exchange was also signed. The Memorandum will be a legal basis for full-scale customs statistics data exchange, establishing strong practical dialogue between experts of statistic departments of customs services of both countries. Its implementation will be involved in the improvement of customs administration of foreign trade. It will also become a tool of revealing offence in foreign trade activities.

During the stay in the Republic of Korea Russian Customs delegation visited Pusan customs office in the seaport of Pusan.

With a view to maintaining close mutual cooperation the customs services of the two countries agreed to hold the 9th Customs Cooperation conference in Russia. Date and agenda of the meeting will be set in consultations between the two parties.
