State bodies of the RF and business community discussed intellectual property rights protection

Chief of the Authority of Trade Restrictions, Exchange and Export Control of the Russian FCS Peter Baklakov participated in the working meeting of representatives of the possessors of the right and state bodies of the Russian Federation, devoted to intellectual property rights protection. The meeting took place on March 3, 2009 chaired by Deputy Head of the Representative Office of the European Commission in Russia Paul Vandoren.

The meeting was attended by representatives of different companies – members of the Association of European Businesses, RusBrand Association of Branded Goods Manufacturers, Rospatent. Officials of the Authority of Trade Restrictions, Exchange and Export Control represented the Russian FCS.

The parties of the dialogue agreed that breaches of intellectual property rights are still an urgent problem, particularly in the light of the fourth part of the Civil Code of the RF which has been in effect since January 1, 2008. 

Chief of the Authority of Trade Restrictions, Exchange and Export Control of the Russian FCS Peter Baklakov reported to the audience the work of the FCS on the intellectual property rights protection held over a period of years. He also informed about the consideration of amendments to the Customs Code of the RF, dealing with introduction of ancillary powers to the customs authorities controlling transportation across state border of goods, containing intellectual property (powers ex officio).

Participants of the meeting exchanged opinions on “parallel imports” and possible ways of possessors of the rights’ protection. 

The parties agreed to continue discussion of intellectual property rights protection issues at the Russian FCS.
