The Workshop held in the Federal Customs Service of the Russian Federation on the issue of the new form of consignment note/transit entry

On October 10, 2006, the Federal Customs Service of the Russian Federation opened the three-day workshop “On implementation, during customs clearance, of a new form of consignment note/transit entry and on their filling procedure”. The workshop was prepared and held by the strength of the teaching staff of the Russian Customs Academy (RCA) and specialists of the Central Staff of the Central Customs Administration of the Russian Federation.

While opening the Workshop, Vladimir Mescsheriakov noted that introduction on January 1, 2007 of the new form of consignment note/transit entry in compliance with the EC single administrative document, serves the purpose of harmonization and simplification of the customs procedures in effect between Russian and European Union, establishing interrelations between customs transit systems of Russian and European Union. Touching upon the measures, taken by the Federal Customs Service of the Russian Federation with a view to facilitation of switching over to a new form of consignment note/transit entry both for customs officers and for participants of Foreign trade, Vladimir Mescsheriakov emphasized that they would not confine themselves to holding of the opened workshop. The plans of the Customs Administration provide for establishing of Provisional Advisory Centers, which would tackle the issues of work methods with application of consignment notes/transit entries and related information technologies. Besides, the assistant to Head of the Federal Customs Service of the Russian Federation advised the customs personnel and all participants of Foreign Trade apply to the customs administration’s official web site for a page dedicated to problems of implementation of the new form of consignment note/transit entry.

 The intense interest aroused by the workshop’s questions under discussion is evidenced by the attendance of nearly 200 workshop participants. The participants consisted of the FCS officers including those of regional administrations and customs posts, Russian Customs Academy, and members of the National Association of Customs Brokers and Customs Services of the CIS member-states.

 In the course of the workshop the key personnel of the Federal Customs Service of the Russian Federation and the Russian Customs Academy would explain the main provisions of the Convention on simplification of formalities related to trade in products of the year of 1987 and the Convention on the general transit procedure of 1987, the structure of the new form of consignment note/transit entry, their filling order, the procedure of keeping statistical records in respect of foreign trade in the Russian Federation, and the issues related to information and technical support of activity of customs authorities in connection with switching over to application of the Single Administrative Document (SAD), as well as a number of technical issues related to updating of software tools of the Integrated Administration Information System (IAIS) of customs authorities, changes in the structure and models of data of soft copies of customs related documents.

 On the closing day of the workshop it was planned to organize “a round table”, which would sum up the workshop’s results.
