|The Russian FCS Representatives to Meet French Business|
On May 18, 2005, a working meeting was held in the French Embassy between representatives of French companies and the FCS officers in the framework of the activity of the Russian – French Group, engaged in counteracting illicit traffic of infringing goods. The purpose of the meeting was to establish a dialogue and partnership between the FCS and French enterprises supplying their goods to Russia. The discussions, held during the meeting, also touched upon pressing problems, encountered by participants of foreign economic activity.
Mr. Andrei Koudryashov, Head of Main Administration of Commodity Items and Trade Restrictions stressed that enforcement of the new Customs Code as well as close and fruitful cooperation of business representatives with the customs authorities provide for considerable effectiveness of activities of customs houses in preventing of conveyance of infringing goods across the border. Likewise the world practice, the tool, intended for protection of intellectual property, is based upon entry of a rightholder into the Customs register of objects of intellectual property. At this date, the Register numbers approximately 500 trademarks, comprising 14 trademarks from French manufacturers, including luxe-class (class de luxe) alcoholic beverages, perfumery and cosmetics.
The meeting participants have also addressed issues related to the establishment of sanctions against infringement of rights of intellectual property. To this effect, both administrative and criminal penalty is prescribed for committing of usage of counterfeit commodity. At the same time, a rightholder must apply to any authorized body for the purpose of taking adequate measures: court, organs of the prosecuter’s office, Ministry of the Interior, customs, etc.
In turn, the representatives of French companies asked a number of questions they considered pressing. Specifically, issues were raised in connection with transit shipment, “gray” import and others.
At the conclusion of the meeting, the French party addressed the officers of the FCS of Russia with proposals in regard to intensification and strengthening of cooperation.
