The procedure of importation of the goods for private use by the individuals, arriving (migrating) at the permanent place of residence in the Russian Federation, including refugees and forced migrants

 

By the arrival on the Customs border of the Customs Union, an individual, arriving at the permanent place of residence fills in a passenger bill of entry in duplicate with compulsory filling in of Paragraph 2.2 of Bill, certifying that the individual has unattended baggage.

Both copies of the declaration are submitted to a customs officer of customs authorities together with the documents, that confirm the data stated in the Bills. These documents include:

-        person’s ID;

-        Shipment (carriage) documents;

-       Other documents, concerning the data, indicated in the Bill.

The second copy of the passenger entry bill with the records of the customs authorities is returned to the individual and is kept before the arrival of the unattended baggage, indicated in the Bill, at the customs territory of the Customs Union.

By declaration of the unattended baggage after its arrival to the customs territory of the Customs Union, an individual submits to the customs authorities:

-        person’s ID;

-        shipment (carriage) documents;

-        copy of the bill of entry, registered by customs authorities, given to the individual upon his arrival to the customs territory of the Customs Union;

-          documents, confirming the acknowledgment of an individual a refugee, a forced migrant, as well as a person, migrating to the permanent place of residence, to obtain the rebate for the customs fees payment.

Note: if the documents, confirming the acknowledgment of an individual a refugee, a forced migrant, as well as a person, migrating to the permanent place of residence are not submitted to the customs authorities, the rebate for the customs fees payment can’t be obtained.
