The Russian FCS receives preliminary information of the goods, imported to the customs territory of the Customs Union by motor transport

On 17th of June compulsory preliminary informing of the goods, imported to the customs territory of the Customs Union by motor transport, will be established (Customs Union Committee Decision № 899, dated 09.12.2011 “About the establishment of compulsory preliminary informing of the goods, imported to the customs territory of the Customs Union by motor transport”).

Establishment of the preliminary informing will provide the compliance with the frame security standards of the International trade and increase the capacity of the Russian checkpoints on the outer Customs Union border by means of choosing of check units before the arrival of goods and transport at checkpoints

Computer-aided System of Customs Registration and Control, which enables to receive and use the preliminary information, functions on all the checkpoints for vehicles.

This information is submitted via the website of the Federal Customs Service (http://edata.customs.ru/Pages/Default.aspx) min 2 hours before planned importation of any goods, transported by a motor-type vehicle to the customs border of the Customs Union

This portal is a free and accessible way to present the preliminary information and a soft copy of the transit declaration. The only thing necessary is to have the Internet access.

The preliminary information is presented by authorized economical operators, carriers, including the customs carriers, customs representatives or other party in interest, irrespectively to the fact whether these individuals are located in Russia or in another state.

 

The compulsory preliminary informing is not extended for the import of the following goods (Agreement, dated 21st of May, 2010 «On presenting and exchange of the preliminary information of goods and vehicles, transported across the customs border of the Customs Union»):

 

-        Goods and vehicles, transported by persons for private use;

-        Goods, sent by international post

-        Goods and vehicles, transported by certain categories of foreign people in accordance with Paragraph 45 of the Customs Code of the Customs Union;

-        Goods and vehicles, transported for eradication of natural hazard consequences, accidents and catastrophes;

-        military cargos ;

-        imported by other means of transport, except vehciles.

In present, about 8 thousand users are registered on the electronic data submission portal.

In 2012, the Russian Customs via the “Internet” global network received more than 171 thousand messages, containing the preliminary information in regard to the goods, imported by vehicles. About 143 thousand messages were used by the Customs Authorities in the goods arrival places.

Since the beginning of year 2012, about 77 thousand messages, containing the preliminary information in regard to the goods, imported by vehicles, have been sent via the Russian FCS Portal.
