Seminar on Preliminary Informing for Foreign Business Representatives Took Place in Russian FCS

In the Federal Customs Service the seminar for foreign business representatives on the topic: “Implementation of Compulsory Preliminary Informing of Customs Authorities about the goods, imported to the customs territory of the Customs Union by vehicles” took place.

The seminar has become one more step, taken by the customs authorities, to clarify the procedure of submission of preliminary goods information, that will become compulsory for Russian and overseas Foreign Economic Activity participants starting from 17 June, 2012.

The representatives of the European Business Association, Russian-German Chamber of Foreign Commerce, Association of Italian Entrepreneurs, American Chamber of Commerce, French-Russian Chamber of Commerce and Industry, Japan External Trade Organization (JETRO), as well as the representatives of foreign part of the workgroup “Improvement of Customs Procedures” of the Advisory Committee on foreign investment to Russia participated in the event.

 Leading consultant of the Main Department for Customs Registration and Control Mr. Grigory Boyarsky spoke about the organization of preliminary informing in the Customs Union member states.

 The staff of the Main Department for Information Technologies of the Central Information and Technology Customs Directorate and the software design company, that provided “Electronic Data Submission” Portal, spoke about the technical readiness of the Russian FCS information systems to receive preliminary information about the goods and vehicles before their crossing of the Russian Federation Customs border. The procedure of work with “personal account” was demonstrated on-line. Head of the Main Department for Information Technologies Mr. Dmitry Danilin explained in detail all the technical facilities that can be used in the Portal by submission of preliminary information and mentioned that the system is able to sustain the load when a lot of users work simultaneously.

Deputy Head of the Main Department for Customs Registration and Control Mrs. Larisa Korshunova and the Customs Service experts, who were participating in the seminar, answered all the questions emerged during the meeting, that were of interest for business representatives.
