Heads of Enforcement Divisions of Customs Services met in Kyrgyzstan

The 8th Meeting of the Committee of Heads of Enforcement Divisions (CHED) of the Council of Heads of Customs Services of the Commonwealth of Independent States took place in Cholpon-Ata (Kyrgyzstan) on September 6, 2012, under the auspices of the State Customs Service of the Ministry of Finance of the Kyrgyz Republic.

Heads of Enforcement Divisions of Customs Services of Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan and Ukraine and representatives of Executive Committee of the CIS and Customs administrations of Latvia and Estonia took part in the session work.

Participants of the Meeting summed up the works on realization of the common activities of enforcement (operational) divisions for revealing, prevention and counteraction of channels of contraband and the results of execution of interstate programs of the CIS in struggle against various manifestations of criminality and results of activities of CHED and the WCO Regional Intelligence Liaison Office for the Commonwealth of Independent States
in 2012.

As a result of the Meeting the Model regulations for CHED working groups on struggle against illegal circulation of narcotics, Customs investigations and inquiries, canine research and professional training were considered, the draft of the Memorandum of understanding on cooperation between CHED and CARICC was submitted for approval, WCO RILO CIS and CHED Actions Plans for 2013 were approved and the next stage of specialized international operation SENTINEL on struggle against illegal circulation of narcotics, psychotropic substances, their precursors and strong substances was determined.

Besides, in the course of the separate bilateral negotiations interagency agreements with Azerbaijan, Kyrgyzstan and Tajikistan were signed.

The 9th Meeting of the Committee of Heads of Enforcement Divisions is planned to be held in the first half of the year 2013.
