CUSTOMS GUARD OZONE LAYER OF THE EARTH

The international community highly appreciates the contribution of the Russian Federation to the protection of the ozone layer of the Earth. 

The FCS of Russia was awarded with Medal of Honor, established by the United Nations Environment Programme (UNEP) in recognition of the achievements in the protection of the ozone layer of the Earth, as well as with Certificate of Merit, established by the Vienna Convention for the Protection of the Ozone Layer and its Montreal Protocol, UNEP, and the World Customs Organization. It was particularly noted that the Russian Federation is the leader in the sphere of prevention of the transportation of illegal ozone-depleting substances across the borders of the countries of Eastern Europe, the Caucasus and Central Asia. It was also observed, that Russia is actively involved in forming of the Customs Union legislation, aiming at fulfilment of the international obligations.

The Federal Customs Service carries out its control and monitoring in the sphere of prevention of the ozone-depleting substances (hereinafter ODS) illegal transportation. The necessity of such control is conditioned by the fact that the sequential decrease of ODS production and consumption makes the cases of their illegal trade more frequent, depending on the ODS market environment in specific countries, as well as the demand for such substances.

Thus, for example, in 2012 in the North-West Customs Office activity region, the following substances were found:

- GAS freon R113 - 150 balloons, gross weight 2,490 kg;

- GAS freon R141b - 300 balloons, gross weight 4,980 kg;

- GAS freon R12 - 200 balloons, gross weight 3,320 kg;

- GAS freon (blend) R22 and R40 - 40 balloons, gross weight 8,300 kg.

Freons R12 and R113 are included in the 1.1 list of ozone-depleting substances, prohibited for import to and export from the Customs Union territory. Freon R22 is included in the 2.1 list of ozone-depleting substances with constraints for transportation across the Customs Union Border when importing or exporting (the import of such goods is possible only with the License of the Ministry of Industry and Trade). The Customs officers of Russia initiated an administrative case.

Nowadays, the Federal Customs Service of Russia carries out activities to equip the border checkpoints with technical means for ODS tools control and to train customs officials to their efficient use at the expense of the UN and GEF International Industrial Cooperation Organization.
