ABOUT THE TWENTIETH SESSION OF THE AD HOC WORKING GROUP ON CUSTOMS COOPERATION OF MEMBER-STATES OF THE SHANGHAI COOPERATION ORGANIZATION

On April 9-11, 2013, the twentieth session of the Ad Hoc Working Group on Customs Cooperation of the Shanghai Cooperation Organization member-states was held in Tashkent (Uzbekistan). The meeting was attended by the representatives of the customs services of Kazakhstan, the People's Republic of China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as the representatives of the Russian Customs Academy and the Ministry for Economic Development of the Russian Federation.

The parties discussed the following steps directed to implement the List of Actions for further development of the project activities within the SCO framework for the years 2012-2016, approved the by the heads of the SCO states’ governments on December 5, 2012, in Bishkek.

The Russian party came out with specific proposals to implement Memorandum on Cooperation for Protection of Intellectual Property Rights between the customs services of the SCO member-states, dated December 5, 2013. The proposals were supported by the Customs Authorities.

The representatives of the customs services of the SCO member-states endorsed initiative of the Russian Federal Customs Service to support new domains of cooperation, i.e. collaboration in the risk management system domain based on the RMS Guidelines of the World Customs Organization.

In addition, a working session of the experts responsible for the preparation and training of the customs officials of the SCO member-states was held within the framework of the twentieth session of the Ad Hoc Working Group on the basis of the Higher Military Customs Institute of Uzbekistan. The following issues were discussed during the meeting:

- improvement of the system of preparation and training of customs authorities officials;

- implementation of the WCO Partnerships in Customs Academic Research and Development (PICARD) programme into the activities of educational institutions of the Customs Authorities of the SCO member-states;

- modern information technologies in the process of training of the customs officials;

- criteria of the assessment of customs officials.

The following Ad Hoc Working Group session will be held in August, 2013, in the Russian Federation.
