Representatives of North-West Customs Dept. Met Economic Delegation of Russian-German Chamber of Commerce

One of the most urgent and primary goals of the Russian Federation Customs Authorities is to communicate directly and actively with the business community, as well as to organize an effective interaction in order to optimize foreign trade and commercial relations.

In early July upon the initiative of the economic delegation of the Russian-German Chamber of Commerce, an international meeting of business and customs was held. The meeting was attended by North-West Customs Office representatives and German businessmen.

Nowadays, Germany ranks the 2nd out of 173 countries who are trade partners of the North-West region.

Foreign trade turnover with Germany in the region of North-West Customs activity for the year 2012 increased by 2%, compared to the year 2011 and constitutes 10 billion 699 million U.S. dollars, including the export that amounts1 billion 960 million U.S. dollars (decrease of 1 %), import is 8 billion 740 million U.S. dollars (increase of 3%).

The import of goods was dominating in the foreign trade of the North-West region and Germany. Its share in the turnover in 2012 was 82%.

The foreign trade turnover with Germany through the North-West Customs in January - March 2013 increased by 9%, compared to the same period last year, and amounted to 2 billion 237 million U.S. dollars. The export constituted 470 million U.S. dollars (33% increase), while import amounted to 1 billion 767 million U.S. dollars (increase of 4%).

During the meeting, the representatives of the North-West Customs Office explained in details to Germany representatives the procedure of correction of the goods customs value. In particular, it was told that the proposals concerning the provision of information, data exchange for the customs value control have no legal significance and practical application in accordance with the Customs Legislation of the Customs Union in the sphere of customs value control.

During the meeting the Parties were actively discussing the question of customs fee decrease due to the entry of Russia into the WTO.

With the introduction of the Common Customs Tariff of the Customs Union, the weighted average import duty rate decreased by 20% (from 9.6% to 7.7%).

A significant reduction of the rates of import duties due to the entry of Russia into the WTO occurred in respect of cost-intensive goods, which constitute up to 35% of the volume of imports in the region.

At the end of the meeting the Russian side emphasized one more time that the North-West Customs Office is ready to lead an active and constructive cooperation with business, concerning all incisive issues, and advised the representatives of the economic delegation of the Russian-German Chamber of Commerce to use the opportunities proposed by the Advisory Council on customs policy under the jurisdiction of the North-West Customs and to discuss the issues that are of interest for the German business.
