Meeting of Heads of Customs Services of CIS Member States

The 57th session of Council of Customs Services Heads of CIS member-states (hereinafter Council) under the chairmanship of Mr. Andrey Belyaninov, Head of the Federal Customs Service of Russia, took place in Kherson (Ukraine). The meeting was attended by Mr. Kubanichbek Kulmatov, Chairman of the State Customs Service under the Government of the Kyrgyz Republic, Mr. Tudor Balitsky, Director General of the Customs Service under the Ministry of Finance of the Republic of Moldova, Mr. Gurez Zaripov, Chairman of the Customs Service under the Government of the Republic of Tajikistan, Mr. Arthur Afrikyan, First Deputy Chairman of the National Revenue Committee under the Government of the Republic of Armenia, Mr. Shukhrat Khairullayev, First Deputy Chairman of the State Customs Committee of the Republic of Uzbekistan, Mr. Stepan Derivolkov, First Deputy of Minister of Revenues and Duties of Ukraine, Mr. Asker Abdullayev, Deputy Chairman of the State Customs Committee of the Republic of Azerbaijan, Mr. Sergey Borisiuk, Deputy Chairman of the State Customs Committee of Belarus, and Mr. Ermek Kozhabergenov, representative  of  the Customs Control Committee under the Ministry of Finance of the Republic of Kazakhstan.

During the meeting, the Council members were discussing the issues, concerning the increase of the information exchange efficiency with regard to a set of questions, as well as the improvement of the cooperation regulatory framework.

The presentation of the finalized version of the Portal of the Council of Customs Services Heads of CIS member-states stirred a genuine interest. The presentation was delivered by Mr. Aleksey Shashaev, Head of IT Main Directorate. The Council members pointed out that this Portal will serve not only as an information source but also as an important electronic tool of the Council operation.

Two points of the Agenda were devoted to the detailed elaboration of the Foreign Economic Activity Commodity Nomenclature for CIS and elimination of inaccuracies of translation and misprints in respect to the Russian version of the 5th edition of the Harmonized Commodity Description and Coding System and Commentary thereto, the Unified FEACN CIS and Commentary to FEACN CIS.

The questions concerning law enforcement activities were also discussed. In particular, Statute on National Communication Centre of Regional Communication Centre for law enforcement activities of the World Customs Organization in the CIS RILO-Moscow countries was validated. Candidate Mr. Oleg Bakanov was approved as the RILO-Moscow Head.

The information on the implementation progress of the Specialized Personnel Training Concept for the customs services of the CIS member-states on the base of the Russian Customs Academy before 2015 was delivered. The participants also considered the question of the preparation of the Progress Report to the CIS Economic Council for December, 2013 from the side of Council of Customs Services Heads of CIS member-states for the years 2009-2012.

After the meeting, a number of bilateral documents were signed:

- Joint Action Plan for 2013 to strengthen cooperation of the Federal Customs Service of Russia (Russian Federation) and the Ministry of Revenue and Duties of Ukraine in the domain of customs;

- Schedule of meetings of the management of the allied customs of the Federal Customs Service of Russia (Russian Federation) and the Ministry of Revenue and Duties of Ukraine on the Russian-Ukrainian border in the 2nd half of 2013;

- Joint Action Plan for 2013 - 2014 to strengthen cooperation of the Russian Federation and the Republic of Uzbekistan in the domain of Customs.

Besides, the bilateral agreements were signed between the customs services of Belarus and Ukraine, Kyrgyzstan, and Uzbekistan.
