The heads of customs services of member countries of the CIS met in Aktau

The city of Aktau (the Republic of Kazakhstan) hosted the 58th meeting of the Council of the Heads of Customs Services of member countries of the CIS (hereinafter – the CHCS of CIS, the Council). The meeting was attended by customs services of the Azerbaijani Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan and Ukraine.

The positions of the Parties were preliminarily agreed on September 20, 2013 at the meeting of experts of the CHCS of CIS, which was held in Moscow.

The main issues dealt with by members of the Council related to improvement of the efficiency of information exchange on key issues and improvement of the regulatory base of cooperation.

During the meeting, the Chairman of the Council of the Heads of Customs Services of the CIS member countries, Andrei Belyaninov, the Head of the Federal Customs Service of Russia, was re-elected.

Within the Council, a new Regulation on the work of the Council of the Heads of Customs Services of the CIS member countries, as well as the working plans of the Committee of the Heads of law enforcement units of the Council of the Heads of Customs Services of the CIS member countries and of the Regional Telecommunication Hub on law enforcement work of the World Customs Organization for the CIS member countries RILO-Moscow.

The interest of the participants was attracted by the reports of the representatives of the FCS of Russia on the existing differences and discrepancies in customs statistics of the CIS member countries, as well as on the functioning of the Customs Union and the Common Economic Space, on the problems of e-commerce.

After the meeting, a number of bilateral documents were signed:

- the Protocol between the Federal Customs Service (the Russian Federation) and the Customs Service under the Ministry of Finance of the Republic of Moldova on the mutual recognition of the results of customs control during the implementation of customs operations in respect of goods and vehicles moved between the Russian Federation and the Republic of Moldova;

- the Protocol between the Federal Customs Service (the Russian Federation) and the Customs Service under the Ministry of Finance of the Republic of Moldova on the exchange of data describing the customs value of goods transported between the Russian Federation and the Republic of Moldova;

- the Minutes of the meeting of the Head of the FCS of Russia, Andrei Belyaninov, and the First Deputy Minister of Revenue and Duties of Ukraine, Stepan Derivolkov.
