Transit without TIR Carnets is implemented in the Volga District, the Urals, Siberia and the Far East

On October 1,2013, the FCS of Russia sent the customs authorities a letter with order to implement from October 3, 2013 the measures provided for by the letter “On the International Transportation with the use of TIR Carnets” by the FCS of Russia of July 4, 2013 No.01-11/28474, at the customs authorities subordinate to the Far Eastern, Siberia, the Urals and the Volga District Customs administrations in respect of goods imported into the customs territory of the Customs Union.

The measures ensuring the compliance with customs transit, provided for in Clause 1 of Article 217 of the Customs Code include, in particular, securing payment of customs duties and taxes. Securing payment of customs duties and taxes may be granted by any of the ways provided for by the customs legislation of the Customs Union - in cash (money), by bank guarantee, by surety or by pledge of property.

Customs authorities do not require securing payment of customs duties and taxes during the customs transit, if the applicant is a customs carrier.

The guarantee can be obtained from the organization, which concluded surety contract for the obligations of several persons with the FCS of Russia. At present, such contracts are concluded with the following companies: “Insurance Company “ARSENAL”, OOO “Adal”, FSUE “ROSTEK”, OOO “Customs Card” and OOO “Multiservice payment system.”
