Meeting of the Russian FCS with the EU delegation

On October 21-22, 2013 at the FCS of Russia, the 1st meeting of the expert subgroup Russia-EU was held; it was dedicated to the risk analysis and management and operation of authorized economic operators (hereinafter – “the expert subgroup”).

The Russian delegation was headed by the Head of the Customs Cooperation Department, the FCS of Russia, Sergey Konovalenko, the EU delegation – by the Director on the issues of security, trade facilitation, rules of origin and International Cooperation, the General Directorate for Taxation and Customs Union of the European Commission Antonis Kastrissianakis.

In the course of the meeting, the parties held presentations dedicated to the current state and prospects of development of the risk analysis and management systems and also discussed the functioning of authorized economic operators in Russia and the EU.

The European delegation was informed in detail about the document "Roadmap" aimed at simplifying the procedure for moving goods and transport vehicles across the customs border of the Customs Union as well as about the project "Green Channel" aimed at facilitating the unrestricted border crossing for the cargoes of companies that have proven themselves to be bona fide foreign trade participants.

Following the results of the meeting, the parties noted the fruitfulness of the negotiations and expressed their hope for further cooperation in the form of a constructive dialogue. The Delegation of the European Union highly appraised the FCS of Russia in the field of customs administration.
