Meeting of Customs Cooperation Experts from the Shanghai Cooperation Organization Member States in Almaty

On April 24-25, 2014 Almaty (the Republic of Kazakhstan) hosted the 23rd meeting of the Special Working Group on Customs Cooperation of the Shanghai Cooperation Organization Member States. The meeting was attended by the officials of the customs services of Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Uzbekistan (hereinafter - the Parties) and the SCO Secretariat.

The meeting approved a draft Memorandum between the customs services of the SCO member states concerning the development and application of a risk management system. The draft was prepared by the Russian party. This document identifies the key areas of interaction and cooperation, including the exchange of non-confidential information concerning the techniques and procedures for using risk management system and communication of experience in this sphere. The Memorandum will make it possible to carry out collaborative studies, workshops and conferences.

Another point for discussion was joint efforts for the prevention of smuggling and violations of customs laws. The meeting approved a draft Protocol concerning the interaction of the customs services of the SCO member states in the law enforcement area. The draft had been prepared by the Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan.

The protocol will promote more efficient prevention of customs offences and crimes, enable the organization of joint events and exchange of information regarding offences and crimes in the sphere of customs affairs, and allow holding joint consultations.

For the purposes of practical realization of the Memorandum between the customs services of the SCO member states regarding the cooperation in the sphere of protection of intellectual property rights, the Parties agreed upon the format for the exchange of information concerning the protection of intellectual property rights. This will allow exchanging the information concerning the protection of intellectual property rights on an annual basis.

The next meeting of the Special Working Group on Customs Cooperation of the Shanghai Cooperation Organization Member States is to be held in the Russian Federation.
