Russia headed the European Region of the World Customs Organization

Ruslan Davydov, First Deputy Head of the FCS of Russia, was elected as Vice-Chairman of the Council of the World Customs Organization for the European Region. This happened at the 129/130 session of the Council of the World Customs Organization, held in Brussels (Kingdom of Belgium) on July 6-8, 2017, which was held for the first time under the chairmanship of Russia.

At the end of the session, summing up the results of the Russian Federation's chairmanship at the WCO Council in 2016-2017, Ruslan Davydov congratulated his successor as Chairman of the WCO Council for the next period, Mr. Enrique Canon, the representative of Uruguay.

Ruslan Davydov expressed confidence that the vice-chairmanship of Russia at the WCO Council for the European Region will be a new stimulus for the development of Russia's dialogue with the countries of Europe and Asia in the customs sphere and will serve to further strengthen mutual understanding and trust on the Eurasian continent.

The next Conference of Heads of Customs Services of the European Region of the WCO under the Russian presidency will be held in April 2018 in Russia. The members of the European Region are 51 countries plus the European Union.

Within the framework of the chairmanship in the WCO Euroregion, the FCS of Russia plans to lead the activities of a specially created WCO transit working group to work out the question of interfacing the transit systems of Russia and the European Union in order to facilitate the simplified and accelerated transit of goods throughout the Euroregion from Lisbon to Vladivostok.

Also at the session of the Council of the World Customs Organization, a discussion of issues relevant to the world customs community was held. Among them are simplification of world trade procedures, e-commerce, implementation of security initiatives, countering illegal cross-border movement of financial resources, classification decisions on the Harmonized System, use of additional foreign languages in the work of WCO, regional (Russian, Arabic, Spanish), and also issues of interaction between customs and tax services and improving the effectiveness of the WCO.

The session also decided to hold an extraordinary session of the WCO Council in December 2017 in Brussels.

The World Customs Organization is an influential intergovernmental international organization that unites the work of states in the customs sphere with the aim of facilitating foreign economic activity and ensuring security. WCO member countries control 98 percent of the world trade. The highest authorities of the WCO are the Council, the Political Commission and the Finance Committee. In 2016, for the first time, a representative of the Russian Federation headed the WCO Council for a period of one year.

The 76th session of the Political Commission of the World Customs Organization was held on December 5-7, 2016 in Moscow. First Deputy Prime Minister of the Russian Federation Igor Shuvalov made a welcoming speech at its opening.

The European Region of the WCO is the most numerous and influential regional structure of this organization.
