WCO Europe Region Heads of Customs Conference Presided by Russia Held in Sochi

On April 12-13, 2018 WCO Europe Region Heads of Customs Conference chaired by Ruslan Davydov, the First Deputy Head of the Federal Customs Service of Russia, vice-Chairperson of the Europe Region Council of the World Customs Organization (WCO) was held in Sochi. Delegates from 34 countries, representatives of the European Commission, IMF and other international organizations participated in the Conference.

The Conference was dedicated to the following issues of importance for the world customs community: e-trade, struggle against illegal capital movement, integration of the transit systems of the EU and countries of the EEC. Special attention was paid to the issues of improvement of management procedures in the WCO as well as extension of the use of Russian language and other languages in its work.

According to the welcome address of the Minister of Finance of Russia Anton Siluanov, “the WCO is a unique international professional organization developing global standards, recommendations and guidance in the sphere of customs. Russian customs actively work on the implementation of these tools and best international practices in its day-to-day activities”.

During the event the reports on the activity of the Financial Committee and Audit Committee as well as information on the work of regional bodies of the WCO, namely, Regional Intelligence Liaison Office (RILO), training centers, institutional development center and canine centers were submitted.

Candidates to the position of the Secretary General were considered by the Conference as the corresponding elections would take place during the regular session of the WCO Council in Brussels on June 30, 2018.

In the beginning of the Conference there was a joint press scrum by Ruslan Davydov, the First Deputy Head of the Federal Customs Service of Russia, vice-Chairperson of the Europe Region Council of the World Customs Organization (WCO), and Kunio Mikuriya, the WCO Secretary General.

Ruslan Davydov said that “the European region as the largest in the WCO actively participates in the work of this organization and determines the key tendencies of its development and work, among which are trade facilitation, assessment of efficacy of the customs activities, safety issues, cooperation of the tax and customs authorities, cross-border electronic trade and struggle against illegal financial flows.”

Kunio Mikuriya stated that “the new Customs Code of the Eurasian countries is based on the standards of the WCO. It is very important as it secures the full compatibility of the procedures with the practice of other countries that is also based on international standards”.
