|The results of the scheduled meeting of the Customs Committee of the Union State|
On February 14, 2008 года, a scheduled board meeting of Customs Committee of the Union State took place in Grodno (hereinafter, referred to as board).
Consideration was given to 15 issues.
The meeting was attended by Andrei Belyaninov, Head of Federal Customs Service of the Russian Federation, Alexander Frantsevich Shpilevsky, Chairman of the Board of the Customs Committee of the Republic of Belarus, as well as Alexander Alexandrovich Surikov, extraordinary and plenipotentiary ambassador of the Russian Federation in the Republic of Belarus.
By the Board’s order the Draft Minutes of the Meeting were made consistent with the Draft Decree of the Council of Ministers of the Union State, which session is to take place on March 21, 2008 with a view to introduction of changes into the set of the Board of the Customs Committee of the Union State.
In the course of the Board meeting, the customs authorities of Russia and Belarus discussed the issues of information interoperability in respect of goods, conveyed between Kaliningrad region and the rest of the Union State’s territory, introduction of innovative information technologies into activities of the customs authorities, as well as other topical issues.
The meeting participants discussed the mechanism of realization of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus pursuant to transit of goods, conveyed between customs authorities of the Russian Federation and customs authorities of the Republic of Belarus, signed in Moscow on June 29, 2007. In particular, pursuant to the procedure of exchange of information regarding goods, conveyed in transit, tо transit permits issuance, to transit termination, as well as to documents, confirming acceptance of security of customs fee payment, and pursuant to traced violations of customs law, etc.
In the course of the Board’s session the issue was discussed in respect of simplification of customs procedures, related to drawing up of certificates of temporary import of motor vehicles (hereinafter – CTIMV), brought into the territory of the Russian Federation by citizens of the Republic of Belarus. At the same time instructions were given to take measures on multiple usage of CTIMVs as far as coaches are concerned.
Besides, the Board’s decree confirmed the procedure of work coordination in respect of implementation of the Union State’s program “Implementation of information technologies of general customs processes in the territories f the countries – members of the Union State” for the period of 2008-2010. The task group was set up for the purpose of coordination of the Program realization activities.
The topical issue for discussions became consideration of step-by-step transferring of customs control from the Russian-Belorussian state border to external borders of the Union State. The task force was set up to identify ways of the step-by-step transferring of customs control to external borders of the Union State.
The Board’s decree approved the operating plan of the Board of the Customs Committee of the Union State for the year of 2008.
