11th Meeting of the Subcommission for Customs Cooperation of the Russian-Chinese Commission for the Preparation of Regular Meetings between Heads of Governments Held on 27 August 2019

The 11th Meeting of the Subcommission for Customs Cooperation of the Russian-Chinese Commission for the preparation of regular meetings between heads of governments was held on 27 August 2019 in Shanghai. The Russian delegation was headed by the Deputy Head of the Russian FCS Vladimir Ivin, and the Chinese delegation by Wang Lijun, Deputy Head of the General Administration of Customs of the People’s Republic of China.

In the course of the meeting, the parties reviewed the implementation progress of decisions taken in the 22nd Meeting of the Commission and the 23rd Regular Meeting of the heads of the governments of Russia and China, in part of the competence of the Customs Services. They also summarized the results of 2019 operation of the nine working groups of the Subcommission and discussed wok on key joint projects and initiatives.

Heads of the delegations have noted progress in implementation of the Green Corridor project aimed at acceleration of customs procedures in regard to the goods moved by diligent business in scope of the Russian-Chinese trade. In the current year, the parties updated the project participation criteria to include a wider circle of companies. Chinese partners completed the work for extension of the project to export from Russia to China. The Customs Services agreed to jointly inform foreign economic activity participants of the possibility to use the simplified mechanism offered by the project for documentation of shipments, with a deadline until year-end.

Another priority of cooperation, in the opinion of the Subcommission, was development of the project for mutual acknowledgement of the authorized economic operator status (AEO). This initiative is aimed at shaping secure supply chains between national AEOs, i.e. companies in utmost good faith with the customs services. Presently Russian FCS and GAC PRC experts are drafting the respective interinstitutional agreement.

The meeting also reviewed the results and prospects of cooperation in such areas as law enforcement, risk management and customs payments, intellectual property protection rights, statistics, customs personnel preparation, control of cross-border movement of radioactive materials, and regional cooperation.

A special focus was made on the project launched this year for automated exchange of information on the customs cost of goods moved in scope of the mutual trade. Heads of the delegations approved the mutually agreed decisions concerning nomenclature of goods and checkpoints in regard to which the information exchange will be implemented, and agreed to begin implementation of the project as soon as practicable.

The meeting was completed with signing the Protocol of the 11th Meeting of the Subcommission committing to paper the decisions and agreements to be implemented by the customs services of the two countries in the short term.

Russian FCS and GAC PRC management will present key results of the Subcommission’s work and priority areas of the Russian-Chinese cooperation within the scope of the 23rd Meeting of the Commission chaired by Deputy Prime Minister of the Russian Federation Maxim Akimov and Vice Premier of the State Council of the PRC Hú Chūnhuá. The meeting will be held in St. Petersburg on 16 August 2019.
